I have the honour to request instructions as to the method of refunding the amounts payable in the case

of the release of the property of those ex-enemy nationals who have changed their nationality under the Treaties of

Peace.

So far as is at present known the total

amount repayable if all the claims made are admitted is

about one and half million dollars.

Under your instructions the liquidators of

the various enemy firme remitted auma to the Crown Agents for investment, as they became available, and the Custodien ! has similarly remitted the bulk of the balance in his hande

from time to time. The investment account with the Crown

Agents does not specify for whose account the suns were remitted, and similarly the Custodian has not allocated the lump sum remitted each time among the numerous accounts

under his control.

The Custodian now holda in Current Account less than $100,000 to the credit of enemy nationals, the remainder having been remitted to the Crown Agents for investment at various rates of exchange, for the most part very considerably lower than those prevailing at present. If therefore the amounts to be refunded are the original amounts realised in Hongkong currency, a very heavy loss
